- Κύριε Καθηγητά, πιστεύετε
ότι στη Συρία μπορεί να αναγεννηθεί ο ψυχρός πόλεμος μεταξύ Δύσης και Ανατολής
(Ρωσίας-Κίνας) ή η ανατροπή Ασάντ είναι θέμα διαδικαστικό και μεμονωμένο;
Ο ψυχρός πόλεμος ήταν κάτι
το διαφορετικό. Χαρακτηριζόταν από
ιδεολογική πόλωση και ανταγωνισμό, στον οποίο οι δύο υπερδυνάμεις διέθεταν και
κυριολεκτικά επένδυαν τα πάντα. Αυτή τη
στιγμή ούτε η Ρωσία, ούτε η Κίνα έχουν τη δυνατότητα να ανταγωνισθούν τις ΗΠΑ,
και αυτές δεν έχουν τη διάθεση. Η
χρονική συγκυρία δεν προσφέρεται για κανέναν και οι συσχετισμοί δεν το
επιτρέπουν σε Ρωσία και Κίνα.
Η προσπάθεια ανατροπής Ασάντ
ασφαλώς εμπεριέχει στοιχεία συγκυρίας.
Με τη διαφορά ότι οι ΗΠΑ και οι άλλες δυτικές δυνάμεις, ιδιαίτερα η
Γαλλία, δεσμεύονται από δηλώσεις και πράξεις, όπως στην περίπτωση της
Λιβύης. Επιπλέον, οι ΗΠΑ αφενός
βρίσκονται σε προεκλογική περίοδο, αφετέρου το σημαντικότερο ζήτημά τους δεν
είναι η Συρία, αλλά το Ιράν. Παράλληλα,
για τη Ρωσία η Συρία είναι ο μοναδικός και τελευταίος σύμμαχος στην περιοχή, ο
οποίος μάλιστα της προσφέρει και τη μοναδική ναυτική «βάση» στη Μεσόγειο. Όλες αυτές οι δυνάμεις ανταγωνίζονται
παρασκηνιακά και μέσω τρίτων περί και κυρίως στο εσωτερικό της Συρίας.
- Οι ανατροπές που φέρνει η
Αραβική Άνοιξη απειλούν την περιφερειακή ασφάλεια της Ελλάδας ή συνεισφέρουν
στην εμπέδωση σταθερότητας. Πώς η Ελλάδα επηρεάστηκε μέχρι τώρα και πώς πρέπει
να αντιδράσει σε αυτές τις εξελίξεις;
Το περιφερειακό περιβάλλον
της Ελλάδας έχει διαφοροποιηθεί, ενώ το ζήτημα της σταθερότητας είναι μάλλον
νωρίς για να το εκτιμήσει κανείς....
Το βέβαιο είναι όμως ότι η σταθερότητα της περιοχής μπορεί να επηρεαστεί από μία ριζική αλλαγή της εξωτερικής πολιτικής της Αιγύπτου και από ανακατατάξεις στη Συρία.

Σε κάθε περίπτωση, θεωρώ πως
είναι η ίδια η Ελλάδα που έχει επηρεάσει την ασφάλειά της, αφού κατά την
τελευταία τριετία οι έχοντες την ευθύνη της χώρας κατόρθωσαν να καταρρακώσουν
το κύρος της διεθνώς. Η Ελλάδα έλαμψε
διά της απουσίας της στις εξελίξεις στη Νοτιοανατολική Μεσόγειο, σε μία περιοχή
που υποτίθεται διαθέτει προνομιακές προσβάσεις.
Ευτυχώς για την Ελλάδα, ένα ζωντανό κομμάτι του Ελληνισμού, η Κυπριακή
Δημοκρατία, συμμετείχε στις ενεργειακές και διεθνοπολιτικές εξελίξεις, δίνοντας
στην Ελλάδα τη δυνατότητα να μη χάσει όλες τις ευκαιρίες.
Η Ελλάδα λοιπόν το πρώτο που
έχει να κάνει είναι να ανορθώσει το διεθνές κύρος της. Και το δεύτερο να αφεθούν οι μηχανισμοί της
εξωτερικής μας πολιτικής να κάνουν τη δουλειά τους. Ιδέες υπάρχουν πολλές. Δουλειά και εγρήγορση χρειάζεται.
- Οι ανακατατάξεις στο
εσωτερικό της Τουρκίας και της Ελλάδας τα τελευταία χρόνια πιστεύετε ότι θα
επηρεάσουν ευμενώς ή δυσμενώς τις ελληνο-τουρκικές σχέσεις;
Η Τουρκία επί του παρόντος
βλέπει αφ’ υψηλού την Ελλάδα, θεωρώντας, όπως γράφει ο Νταβούτογλου στο βιβλίο
του Το στρατηγικό βάθος, ότι ένας
πυγμάχος βαρέων βαρών (βλ. Τουρκία) δεν μπορεί να ανταγωνίζεται με κάποιον των
ελαφρών κατηγοριών (βλ. Ελλάδα). Επί του
παρόντος η μεγαλεπήβολη εξωτερική πολιτική Ερντογάν/Νταβούτογλου θέλει την
Τουρκία να ασχολείται με τα σημαντικότερα θέματα της Μέσης Ανατολής: Ιράν,
Συρία, Παλαιστινιακό, κλπ., και να είναι ευχαριστημένη με τη διείσδυση της
υποκουλτούρας της σε όλη την περιοχή μέσω των δεκάδων τηλεοπτικών σειρών σαπουνόπερας
που προβάλλονται σε πολλά κράτη περιφερειακά των συνόρων της. Το ζήτημα είναι πόσο χρόνο θα αντέξει η
παρούσα ηγεσία, πόσο χρόνο θα συνεχίσει να αναπτύσσεται η Τουρκική οικονομία,
πόσο θα κρατήσει η κοινωνική ειρήνη, τι κόστος θα πληρώσει η Τουρκία για την
εμπλοκή της στη Συρία, και πώς θα αντιμετωπίσει το Κουρδικό. Συνεπώς οι σχέσεις ούτε θα βελτιωθούν, ούτε
θα χειροτερέψουν, χωρίς αυτό να σημαίνει ότι η Τουρκία θα σταματήσει τις
παραβιάσεις του εθνικού εναερίου χώρου ή θα σταματήσει τα όποια παιχνίδια με τη
μειονότητα ή την προώθηση λαθρομεταναστών προς την ΕΕ.
- Μπορεί η Τουρκία να κινηθεί
μονομερώς απέναντι στην τριπλή συμμαχία Ελλάδα – Κύπρο – Ισραήλ;
Η Τουρκία δεν μπορεί να
κινηθεί μόνη της εναντίον του Ισραήλ και της είναι δύσκολο να κινηθεί μόνη της
εναντίον της Ελλάδας. Συνεπώς, δεν μπορεί να κινηθεί και απέναντι στην τριάδα.
Η Τουρκία δεν προσδοκά την
αποσταθεροποίηση της Συρίας ή τουλάχιστον αυτήν που φαίνεται να προκύπτει. Προσδοκά ένα σενάριο το οποίο δεν φαίνεται να
πραγματοποιείται: μία κυβέρνηση Σουνιτών, φιλοδυτική και, ει δυνατόν,
φιλοτουρκική, η οποία θα της διασφαλίζει διακρατικό εμπόριο, ανοιχτές χερσαίες
προσβάσεις προς το Ιράκ και την Αραβική χερσόνησο, αποκλεισμό της επιρροής του
Ιράν και ένα εργαλείο πίεσης προς την Κύπρο, το Λίβανο και το Ισραήλ. Αντιθέτως, και ενώ ο Άσαντ είναι ακόμη στην
εξουσία, φαίνεται να εισπράττει μία εκ νέου δραστηριοποίηση του PKK στο εσωτερικό της και να αντιμετωπίζει
την προοπτική δημιουργίας ενός επιπλέον αυτόνομου Κουρδικού μορφώματος,
αντίστοιχο με αυτό στο Βόρειο Ιράκ.
- Πόσο πιθανή είναι μετά τις
αμερικανικές εκλογές μία επέμβαση στο Ιράν και τι αποτελέσματα μπορεί να έχει
στο διεθνές περιβάλλον;
Δεν μπορώ να μιλήσω για το
μέλλον με πιθανότητες. Το βέβαιο είναι
πως το κόστος εμπλοκής είναι μεγάλο. Αλλά και το κόστος της απραξίας είναι
επίσης μεγάλο. Συνεπώς οι ΗΠΑ ή θα πρέπει
να υποβαθμίσουν διεθνώς και στο εσωτερικό τους το ζήτημα του Ιράν ή θα πρέπει
να βρουν μία πιο έξυπνη λύση από το αδιέξοδο δίλλημα επιτίθεμαι ή δεν κάνω
τίποτε. Όπως λένε οι Αγγλοσάξονες: where there is a will, there is a way.
- Πώς θα επηρεαστούν οι
οικονομικές εξελίξεις στην περιοχή της Μεσογείου από τις γεωπολιτικές
ανακατατάξεις και που πρέπει να στοχεύσει η Ελλάδα από πλευράς οικονομικής
εκμετάλλευσης;
Οι διεθνοπολιτικές εξελίξεις
ασφαλώς μπορεί να επηρεάσουν τις οικονομικές προοπτικές, ιδιαίτερα σε σχέση με
την εκμετάλλευση των ενεργειακών πόρων της Μεσογείου. Η Κύπρος παρακολουθεί από κοντά τις
εξελίξεις. Το ίδιο θα πρέπει να κάνουμε και εμείς. Πρέπει να είμαστε σε επαφή συστηματικά με
παλαιούς και νέους φίλους, εξηγώντας τις επιλογές μας και μιλώντας τη γλώσσα
του κοινού συμφέροντος. Όλες οι χώρες
παραγωγοί έχουν ανάγκη για μία ασφαλή και φθηνή δίοδο του ενεργειακού τους
πλούτου προς την αγορά της Ευρώπης. Το
ίδιο έχουν και οι χώρες καταναλωτές. Και
αυτήν την ασφαλή δίοδο μπορεί να την προσφέρει μόνο η Ελλάδα. Όμως είναι δουλειά της Ελλάδας να το
προβάλλει και να μιλήσει τη γλώσσα του κοινού συμφέροντος.

- Professor, do you believe that a new era of Cold War can
be revived in Syria between West and East (Russia and China) or Assad’s regime overthrow is just a
procedural issue that can be treated as an individual incident?
The Cold War was something different. It was characterized by ideological polarization and competition, in which the two superpowers had literally invested everything. Neither Russia nor China currently has the capability as well as the mood to compete with U.S.A. Timing is not suitable for anyone and the present distribution of power does not allow Russia and China pursuing such a competition.

Efforts to overthrow Assad
certainly
contain elements
of time coincidence.
The main difference is that
the U.S.A. and
other Western
powers, especially
France, are bound by
official statements and actions, like in the case of Libya.
Moreover
the U.S.A.
is in an election
period, while
indeed the key issue is not Syria, but Iran. In the same time, Syria is the only and last
ally
in the region
for Russia,
providing to it the unique naval "base" in the Mediterranean.
All these
forces compete
fiercely in the
backstage through third
parties, both outside and mainly inside Syria.
- Do changes that Arab Spring brings in the area
threaten Greek regional security or contribute to a consolidation of stability?
What were the consequences for Greece until now and how do you think it should
react to these changes?
The regional environment of Greece has definitely changed, but the matter of stability is rather early to assess it. What is certain, however, is that stability in the area may be affected by a radical change in Egypt’s foreign policy and any significant rearrangements in Syria.
In any case, I think Greece itself has affected its own safety, since those who had the responsibility of the country for the last three years succeeded in devastating its prestige internationally. Greece was absent while developments were taking place in the Southeast Mediterranean, an area to which supposedly has privileged access. Fortunately for Greece, a living piece of Hellenism, Cyprus, participated in energy and international political developments, giving Greece the chance not to miss all opportunities.
Therefore, the first thing Greece has to do is to rebuild its own international prestige. Secondly, Greece should let its own foreign policy mechanisms to do their job unhindered. There are many ideas that can be exploited. Work and alertness is what is needed.
- Do you believe that rearrangements within Turkey and Greece in recent
years will impact favorably or unfavorably on Greek-Turkish relations?.
Turkey currently is looking down on Greece, considering, as Davutoglu writes in his book The strategic depth, that a heavyweight boxer (see Turkey) should not compete with a lightweight one (see Greece). Currently the grandiose foreign policy of Erdogan / Davutoglu wants Turkey to deal with the major issues of the Middle East, i.e., Iran, Syria, Palestine, etc., and remain happy with its sub-cultural penetration across the region through dozens of TV soap opera series, televised in many countries around its borders. The question is how long its present leadership will last, how long the Turkish economy will continue with the same rate of growth, how long will the social peace last, what cost Turkey will pay for its involvement in Syria and how Turkey will address the Kurdish issue. Therefore, Greek-Turkish relations neither will improve nor will worsen. This does not mean that Turkey will stop violating the Greek national airspace, will stop trying to manipulate the Greek Muslim minority or channel illegal immigrants to the EU through Greece.

and is
also difficult
to react alone
against Greece.
Therefore,
it cannot react as
well against this triad.
- What does Turkey expect from Syria’s destabilization?
Turkey does not expect or wish the destabilization of Syria or at least the
one that seems to emerge. It expects a scenario that does not seem to emerge: A
Sunni government, pro-Western and, if possible, pro-Turkish, which it will ensure Turkey an interstate commerce, open land accesses to
Iraq and the Arabian peninsula, exclusion of Iran’s influence and a pressure
tool against Cyprus, Lebanon and Israel. In contrast, while Assad is still in power, it
seems to receive a re-activation of the PKK inside its borders and faces the
prospect of a further autonomous Kurdish entity within Syria, similar to that
in Northern Iraq.

How possible
is a military operation in Iran after the U.S. elections
and
what consequences
can this have on
international environment?
I cannot talk
about future
in possibilities. What
is certain is
that the cost
of an engagement
is great.
But the
cost
of inaction
is
great too.
Therefore,
the U.S.A.
either should
downgrade
internationally
and domestically
the Iran issue or
they should find a smarter
solution than
the deadlock
dilemma
to attack or do
nothing. And as they say: where there is a will, there is a way.
- How will economic
data in
Mediterranean region be affected by geopolitical upheavals and
where Greece
should target, in terms of economic exploitation?
International political developments can certainly affect the economic outlook in the Mediterranean, particularly in relation to the exploitation of energy resources. Cyprus is closely monitoring changes. We should do the same. We must be in touch on a regular basis with old and new friends in the region, explaining our foreign policy options and talking the language of common interest. All producer countries need for their energy riches a safe and inexpensive channel towards the European market. The same applies for consumer countries. Only Greece may offer this safe passage from the Middle East to the West. It is Greece’s job to stress this and speak the language of common interest.
